Capacity Building Initiatives
Vietnam stands at a strategic crossroads in its international relations, particularly in developing comprehensive policies towards the EU, guided by the EU-Vietnam Free Trade Agreement (EVFTA) and Investment Protection Agreement (EVIPA) of 2020. The Jean Monnet Module project “The European approach towards interregional integration cooperation: the case of the EU ‘Global Gateway’ strategy in Vietnam” (EATIIC-GG-VN) was initiated by international and Vietnamese scholars specializing in regional integration studies, evolving from its initial 2020 conception following the launch of the EU’s “Global Gateway” strategy in December 2021.
The main objective of the project is to promote knowledge and expertise on the EU’s approach towards interregional integration cooperation, with specific focus on the ‘Global Gateway’ strategy and its impacts on EU-Vietnam relations in terms of economy, politics, and culture. The project primarily targets Vietnamese students and academic researchers, comprising both educational and research components. It aims to achieve its objectives through:
- Developing teaching modules on EU-Vietnam integration cooperation and the ‘Global Gateway’ strategy within Vietnamese universities
- Preparing specialized study materials contextualizing EU-ASEAN and EU-Vietnam relations
- Delivering targeted academic programs for Vietnamese students in EU studies
- Publishing peer-reviewed articles focusing on Vietnam’s role in EU’s Asian partnership strategy
- Organizing dissemination events to promote EU-Vietnam academic and cultural exchange
This initiative is particularly timely as Vietnam strengthens its position as a key EU partner in Southeast Asia, helping to build capacity for maximizing benefits from the EVFTA while advancing Vietnam’s regional integration objectives within ASEAN.

Higher Education Institutions or Teacher Training Institutes/Agencies will organise activities under this action enabling teachers in schools and Vocational Education and Training (VET) providers to develop new skills, to teach and engage on EU matters, thus empowering them through a better understanding of the EU and its functioning.

Institutional internationalization involves integrating an international, intercultural, or global dimension into the purpose, functions, and delivery of education. This process affects all aspects of the institution, from curriculum and academic programs to research, faculty, and student affairs1.
Academic And Curriculum Internationalization
International Content Integration: Adding courses, study materials, and research related to international issues into the curriculum.
International Cooperation: Establishing partnership programs with universities and educational institutions abroad to create opportunities for students and faculty to participate in international academic and research activities.
Student and Faculty Exchange: Facilitating programs for students and faculty to participate in exchanges, internships, and research abroad to experience and learn from different cultures.
Global Skills Development: Providing courses and training programs to develop the skills necessary to work and communicate effectively in an international environment

The European Commission started the Jean Monnet Actions in 1989 to promote excellence in teaching and research in the field of European Union studies worldwide. Since their creation, these actions have focused on higher education institutions. Around 9,000 university teachers and more than 1,000 universities in around 100 countries have received financial support, enabling them to offer new content on European studies as part of their curricula. By connecting academics, researchers and policy-makers, the Jean Monnet Actions have stimulated international dialogue and supported policymakers at both national and international levels.

– Technology Integration
Learning Management System (on-line course delivery). Two first years of the project implementation involved digital and ICT tools only as didactic and supportive. The e-learning course was developed in accordance with the “Regulations on Organization of Academic Process in NULES” and was not declared in approved project application. Due to presence and sufficient development of university digital learning environment (DLEs) our project continued to implement the program of action with certain flexibility despite special measures taken at the national and the university level caused by COVID-19 outbreak. The teaching activities for MSc students in spring 2020 were delivered on-line with Zoom lectures but seminars were delivered only by the distant learning course on the university e-learning platform (erasmusplus.org.ua, 2020). Students of Veterinary Medicine in 2019 had blended learning (contact lectures and seminars supported by the course on e-learning platform), and in autumn 2020 studied on-line with both lectures and seminars provided in Zoom, with the support of the university e-learning platform.

The Jean Monnet actions offer opportunities in the field of higher education and in other fields of education and training. The Jean Monnet actions contribute to spreading knowledge about the European Union integration matters. The following actions are supported:
